Delegate Blair moves to amend the committee substitute on page 50, at line 22, following the word "purposes." by inserting the following: "Provided that the first $25,000 of this fund expended for improvement purposes shall be expended to construct a new shooting range at the Sleepy Creek Wildlife Management Area."
